HAMPCO, Inc., which stands for "Helping Assist Multi-Purpose Community Organizations," was established in 1992 and officially incorporated as a non-profit organization in 1997. This was made possible through the efforts of Representative Willie Hunter, Jr., who sought a fiscal agent to manage state funds allocated by the Office of Urban Affairs in Baton Rouge, LA for House of Representatives District 17 in Monroe, LA. The primary goal of creating HAMPCO was to act as a fiscal agent for these state funds.
In 1992, Representative Hunter became aware of Project Drive, a program that provided services to the community with the help of Mona Hamilton Gibbs. He collaborated with this program, leading to the creation of HAMPCO, Inc.
Initially, HAMPCO's mission was to act as an anti-poverty entity for the people of District 17, providing human services to those who were indigent, neglected, destitute, hungry, homeless, illiterate, unemployed, and underemployed. These services included those offered by state, federal, and local governments, and the organization worked in coordination with other agencies to promote social and economic independence for the benefit of present and future generations living in the City of Monroe/District 17/Ouachita Parish.
